This is my neighbor. She eats lots of frogs and is pretty big compared to the other skinny little Garters I see. She is the only one who's head is bigger than the body.

Correct, Thamnophis Sirtalis Sirtalis, common Eastern Garter snake, She is either extremely well fed, or pregnant and ready to pop real soon.
