Im not sure if this is normal or not for a baby to be starving herself for this long. any suggestions or info would be great

Firstly she wont be starving, they can go AAAAGGGEEESSS without eating with no issues.
Five feeding attempts in 3 weeks is TOO MUCH, slow down
Let the snake have total isolation for 14 days and THEN try to feed it, make sure the rat is HOT and if the snake wont strike then leave it on a plate in the viv overnight.
Should it still not eat then leave it another 7 days with isolation before trying again.
In the meantime doublechecking your enviroment is a good idea, 90f hot end, 75f cold end, two hides, large water bowl, minimum 55% humidity but 65-70% is better
