I've had a White's tree frog before and I found keeping humidity in the tank to be difficult. You could try putting some plastic wrap or a damp towel over the screen top of your Exo. Careful to keep these things away from the bulb. You should have a water bowl in you tank too, get one with lots of surface area so it can help increase your humidity.
What kind of hygrometer are you using to measure humidity? Those dial ones aren't very good quality and I find take pretty inaccurate readings. Also, basking bulbs really dry out the air, although using a heat pad or something wouldn't be as efficient I don't think.
