2 questions

if you were to breed say a normal het clown to a normal het pied would anything happen and how do people heat snake racks?

Since both are recessive traits, you would end up with all visibly normal offspring. But, as for genetics, the offspring would have a 25% chance of being het for both, a 25% chance of being het only for pied, a 25% chance of being het only for clown, and a 25% chance of being completely normal. It wouldn't be a bad combo, but you would only be able to sell offspring as possible hets, because the heterozygous forms of both mutations are not visible.
As for snake racks, you can heat them with heat cable, or Flex Watt heat tape.

It's rubber-wrapped cable that carries heat evenly along its entire length. You run it along the underside of tanks or inside them or around the backs of tubs. I would think the Flex Watt heat tape would be better if it would be your only heat source. I have heat cable in the hot end of my largest cages and the snakes do like it, but I also heat the entire room. If it weren't for heating the room, I don't think the cable would be enough. It does not get hot enough to burn the animals as long as you hook it up to a thermostat/rheostat which I have. The same thing with the heat tape- you will want to hook it up to a thermostat or rheostat so you can control the amount of heat it is putting off. That tape you would have to put outside the cages.

would a rheostat be easier to install then a thermostat
