can you use a heat rock for a garter snake?

NO! Heat rocks are not recommended because they generate hot spots which can EASILY burn your snake. They also break easily and overheat easily. They are, IMO, one of those products that should not be on the market. Use a heat mat

Yeah, I wish they would stop selling heat rocks, too. They're too dangerous. With an under-the-tank heat mat, you have the ability to keep a layer of insulation between the snake and the heat source to prevent contact burns, but you can't do that with a heat rock.
