hovobator 1602n

Hi , I just recently purchaced a hovobator to incubate panther cham eggs. I have been running it to see how well the temperature works and I've noticed that the temp is maintained within 3-4 deg F. Is this normal? For example it turns on at 75.4 stops heating at 76 and then is off but the internal temp continues to climb until 79 and then drops again and the cycle continues....
