I live in england and was wondering whether i could get the temp on my basking spot to 35 degrees c (95 f) with just the use of a heat mat? Or would i need to use a spot lamp to get this temp on my basking spot? The air temp is usually +- 19c in my room?
I'm asking in preparation for designing of my viv before i make it.

You could always cut a square out of the bottom, router a lip around the edge of it, and place a plate of glass on it. Then you can put the heat pad on that!? Just an idea.
Heat pads have no problems heating through wood, and wood is excellent at insulating. I wouldn't bother replacing it with glass, you should have no problems heating the basking spot to 95 degrees. 19 c however is very cool, and heat pads really do not boost the ambient temps <i>that</i> much.
