Take it slow and easy. Put your hand in the tank/cage and let him sniff and lick all he wants first. Let him walk on to your hand but don't pick him up the first few/dozen times. He'll learn to trust you eventually, and from there on in he'll tame fast. Babies and young leos are skittish, they have to be very careful in case you're a predator looking for a bite-sized treat. If he trusts you and you don't touch his tail, he won't drop it. It usually takes a bit of a tug that makes them think someone's grabbing it before they let it drop.
