Question about illegal animals
Lets say that a local shop in your home town, rants, and braggs about bringing illegals into the city. He even said on the radio that he could bring in any animal into the city. He has connections to even get a primate, apparently.
Now if he was to sell that illegal animal to someone living out ot the city were the rules do not apply. But still had to get it shipped to a city that does have restrictions on such animals, and making a profit.
Would this still be illegal?

To quote the by-law: "No person, firm or corporation shall keep or harbour any of the following animals within the City of Winnipeg"
Pretty clear in my eyes and I'm sure this guy's read the by-law.

Anybody bragging about it on the radio need a good 5G fine. See how fast that changes their tune. Kind of goes with the saying "every thing is legal as long as you don't get caught".

If this guy is stoopid enough to boast about it on the radio, I'm guessing that "stoopid" seeps into his normal everyday life, and that's punishment enough for me.

It would depend upon the way the law is written for the specific municipality. Based on Tim's quote, it certainly sounds like it. However, there may be exceptions for various circumstances, so you'd have to look carefully to be sure.
And, of course, he could buy the animal, never bring it physically into the city, and sell it to someone, without breaking the city by-law.

Jeff, that is the by-law for the city they live in. I know of several people that "privately" break that "law" but none that would be stupid enough to do it in public. It sounds like there's one now though.
It's too bad because all he will do is bring attention to a by-law that hasn't been updated in YEARS. And I doubt when they DO update it, it will get better.

I know in my municipality there is an exemption for "Pet stores" and "breeders". Breeders being defined as someone making the majority of there income from selling animals bred at there facility! this isn't stated in the same location as the original "what isn't allowed" section, so do a double check of the entire by-law. But if they are claiming to be importing banned or regulated species, this provision does not apply to that, only ones that are legally obtained so I would still say, that this guy/gal is an idiot for publicly confessing to breaking the law, and for doing it in the first place!

The only exemptions are for the universities, the museum, the zoo, one of the hospitals, a traveling show or circus or a school to which the public school act applies.
Trust me, I've read it dozens of times.

Most city by-laws are just a repeat and add ons of what the provincial by-laws are. Here is Saskatchewan, for example, primates are illegal. I don't know what Manitoba's by-laws are like, but most likely they are illegal not only in the city but in the entire province as well. Even if it was illegal in the city and not in rural areas he is still breaking the law by bringing them into the city in the first place.

I don't know of anyplace in Ontario, or Canada for that matter where Primates aren't illegal! If he's running his mouth that he can get these for the "pet trade", he's just asking for trouble!!!

Ok i've been wanting to bust this guy for so long now. Ever since he tried ripping me off 700 bucks on a pair of chameleons. HE thinks people are stupid and will pay what ever he says is the right price, lol. HE also knows nothing about reptiles in my opinion. For someone owning the amount of stores he does, hes not to smart. The bad thing is his company is only expanding in our city. MEaning he is just ripping off more and more people.
Now what agency can I go to that takes care of crooks like this guy. Not only does he brag about selling half his income in illegals out the back door, but he actually enjoys ripping people off. And really enjoys bragging about it.
Also I'm sure it would help alot if I could get the recording of him himself stating he will bring any animal into the city no matter if they are legal or not.
lol even the guys at the radio station were saying he looks like a shady character. I think I might even had convinced them to stop running his adds. With a very informative email. Man do I have storie about this guy. lol
He was deffinatly taling about primates for sure too.
Not to mention his financail partner who was running one shop in my area of town. Either went to jail for selling illegals, or for sexual harrasment. I think it was the sexual harassment.

really need your help to bring this clown down. He does nothing but make the rest of us look bad.
I was talking to a women in his store, as I was just browsing through. She told me the owner had told her it would be ok to put a 1 foot long king snake in with a 2 foot long king snake.
This guy just does not give a rats behind.
When i told her how king snakes are called king snakes for a reason, because of their canabalistic nature, least to say she was really upset. I think she was there the buy the smaller king snake that day. But didnt thankfully. Lucky for her I just happened to be there that day.

Well before you can bring a clown down. You will need more than just your word against his. If he said something on the radio, that would be a good palce to start. Contact the station and try to attain a copy of the tape. Even that is only bragging, and isn't illegal, but given time and enough rope he'll likely hang himself.
