Well I think a lot of people can answer this question, however I don't think you should demand an answer. Try and be a little more polite next time you ask a question and you don't get a response in a few hours.
Anyway here goes teh answer:
When a boa reaches sexual maturity wheter he is cooled or not he will produce sperm plugs, cooling is generally done not to produce sperm but to increase the number of sperm in the count thus having a better chance of insemination.

Well you waited long enough I thought too someone would answer you. I got 1 male who was a proven male last year "Ramses" who is not planned for any breeding this year and I have seen some sperm plugs in his water bowl. I am happy he wants to do his thing but this year I put him on out for the season, but he has done the sperm plug thing - so yes to your question.
