The risk with teflon pans to birds is from the fumes that are given off when the teflon is overheated by cooking at high heat. The respiratory system in birds is very sensitive to airborne toxins.
The surface material is safe for use in preparing human food and as long as it is new and not lifting up or separating, there should be no more risk to the snake drinking from them than there is to people eating from them or using them for normal cooking purposes, in my opinion.
