Need info on laws

Hi I have a friend who needs some help with the bylaws, he has had his snake for 6 years and bought a house in i believe Buce GreyReigon (Durham) They had no by law there on exotic pets now they do, he asked before he bought the house if he could own exotic pets before he bought they said it was ok now they are taking him to court to get rid of them. Does anyone know anything about the laws or anything he can do about this? Any help would be appricated.

i know uxbridge (durham) has reptiles for sale in the petstore, they used to have snakes but the owner didn't wanna carry mice and rats to feed them.
