Tortoise Hibernation

Hey guys, been a while since I was on here. I have a question about my female Russian Tort.

Shes about 4 yrs old , and recieves the proper UV lighting and heating.All of the sudden she has been in hiding most of the day and slowing down quite a bit. The only change in temps is the night time, where it goes down to about 60F.

My first thought was possibly she is starting hibernation? But im not sure, hopefully you can help.
