Question Best shrubs for an outdoor tortoise pen?

I'm working on putting together a tortoise pen. I'm planning on making half of it a garden full of yummies for him to snack on (well, I'm a bit late on that one, but what can ya do?), and the rest just grass and small shrubs for him to seek shelter under. Any suggestions on shrubs that will do well in Ontario as well as be safe and functional for my little Redfoot?

dont know jack about turtles but i think sallal (sp?) would be perfect, as far as looks/size and such. not sure if it grows out east but it looks very nice and is evergreen.

May want to check with someone but i dont think it would harm the critters. i have eaten the leaves and didnt get sick so i would assume they are fine, the deer and such chow em back as well.
