You have a shy water, every single JUVI water i've owned eats when nobody is around. Put him in a low traffic area, i mean no sound, vibrations, movement.....nothing!. Got a big closet? heheh
Dont worry about it being off food, they can go a long time without it.... Obviously correct the problem so they will eat, and your problem sounds like stress. You may want to offer more hides etc.... Got a pic of your setup?

Could be many many things. You'll need to describe your setup a bit better. Any idea what the surface temperature is at the basking spot? Do you have a screen top? How often are you picking the monitor up?

Do you have pictures? Then you might be easier to help.

my guess would be that you just need to leave it alone and give it the space it needs to acclimate. As well make sure you have a hot spot that reaches like 120 degrees C. It will also need to escape from the heat so a proper thermal gradiant is required. My advice to you would be to find a good book and do more research! Do you have any idea how big these guys get?If your scared allready just wait.
