IJCP don't *need* 3', but if you want to provide them with a more-than-the-basics setup, than go for it
As sapphire_moon mentioned, live plants can be a bit of a task in a snake enclosure. Some plants are ok with smaller snakes, however I can't think of one live plants that would last a day with anything like an IJCP. Fake plants and small trees work nicely in conjunction with large climbing branches, platforms, rocks, etc. As for what is safe and what is not, as long as it is non-toxic and not spiny, it shouldn't harm your snakie

If someone is willing to put forth the effort in creating and maintaining a naturalistic display for their animals, there isn't any reason to discourage the idea, IMHO.
