I use an 8.0 UVB light on our BTS. I've read some of the conflicting reports too, but when we set up the cage we were under the impression that it was necessary. I tend to believe its a requirement as I can judge the replacement interval for the light by the skinks color, activity level, and appetite.
As soon as the light is replaced, its business as usual. Blue tongues are diurnal creatures that actively forage and bask in the open. I've seen several field captures on video that took place on open terrain with the skink fully exposed and basking in full sunlight.
