What quality are you looking for?
For the best scans you would need a dedicated film scanner. It scans film negatives or slides. These are expensive...Maybe $1200-$1500 for a cheap one. Maybe a used one would be cheaper.
You can get film adaptors for flat-bed scanners which are said to work pretty well if the scanner has the option.
If you just want to scan photo prints...flat-bed scanners work pretty well. The more you spend, the better quality...usually. I have heard good things about Epson scanners.
I have seen basic scanners for less than $50 CND which would be good enough for scanning photos for use on the web.
