What's the ambient temperature and humidity in the basement? How well does your cage hold heat? I use an oil radiator next to the cages in winter, which works fine down to about 65 house temp, but it's a much smaller room with drywall.
I think radiant heat panels are a really good idea. Make sure you have a solid thermostat with backup and sufficient thermometers to monitor the air temp - maybe one at each end.
