I'm confused
I see boas all the time for sale and pictures posted being refered to as BCI Boa c. Imperator but they're red tails...but I thought that was the scientific name for hogg island boas...whats goin on?

IMO people call then red tails so that people who are new in the hobby will purchase them...
Colombian (common) Boas are also BCI and these are what they are reffering to when they say BCI red tails.

True red tails are BCC
Common boas are BCI

"Red Tails" is only a trade name. Forget you ever heard it. There are b.c. imperator and b.c. constrictor that go by seperate locality names:
Colombian bci
Nicaraguan bci
Mexican bci
Hogg Island bci
Guyana bcc
Suriname bcc
Peruvian bcc
the few and far between Colombian bcc
And the list goes on. There are several other b.c. ssp out there as well, not just bci and bcc. B.c. longicauda, nebulosa, occidentalis, ortonii, amarali and sabogae just to name a few! Check out this page to learn more about them.
