Usually heat panels that don't have a surface temperature which burns and separate not heat producing lighting is used. If there is an actual bulb it has some type of protection over it. The loss of height to the space separated off for cheaper heating and lighting systems is one problem I have both in finding a premade enclosure with any real height in the useful interior dimensions and with trying to figure out the extra complexity of stacking DIY cages when I normally just use CHE and open full spectrum bulb fixtures. My slim t5 fixture has a fully sealing plastic cover that is pretty standard with those or LED is becoming quite popular for no heat and resistance to damage or moisture now that it's become easy to produce a full spectrum of lighting cheaply.
