Judging by the head, some kind of garter, but I am uncertain of the subspecies/morph.

I bet it's a blizzard plains garter snake, T. radix. Can with more experience with them verify this?

I don't think it's a blizzard. Blizzards usually have dorsal and or lateral striping. This could be a intergrade or maybe a hybrid. It's just not looking like any garter I am familiar with.
