Am I understanding what I've been reading correctly?
I live in Merced County in Central California.
If I want to go searching for snakes, lizards, etc... I need to get a permit?
If so, where would one go to aquire the permit and what sort of permit will I need?

I can't say for sure about California, but in Ohio you only need a permit to collect. If you're not keeping them for any period of time longer than a quick picture, it's not necessary. But California has some quirky (put delicately) laws, so it would be worth calling your state wildlife office.

I would start by calling up your local Fish and Wildlife service. They should at the very least be able to point you in the right direction. If there's a herp society nearby they should be able to help as well.
I belive 2014 there was a big of a uproar about a new federal. law about photography in national parks and requireing a permit this might help kinda but i would cgeck with a game warden

I vaguely recall something about this as well. Although I'm not sure if anything ever became of it.
