PVC cages

Can the standard fluorescent light that comes with pvc cages
(pvccages, apcages, vision cages, etc.) grow low light tropical plants?

You will need to change the bulb to a Grow-Lux bulb and should be good to go, just make sure you have enough wattage to accommodate the number of plants and the size of the enclosure.

would pretty much any t8 bulb designed for growth work?

Any bulb designed for growing plants will work. Just research how much light the plants your putting in need and buy accordingly.
