Why? It's just water. They heat it to about the internal temperature of a mouse. I highly doubt it harmed the snake in any way, other than startling/confusing it.
Nearly every documentary about snakes and snake behaviour has a "balloon filled with warm water experiment". Usually they do it in the dark though, it's to educate how accurately the heat pits work on vipers etc.

I feel his pain.. I am terrified of water balloons popping!
