Yup, those are states. Ben Franklin drew it as a "political cartoon" (the first, actually) to drum up morale during the American Revolution. Symbolizing that if the new American colonies didn't come together as a whole to fight Great Britain they would surely die.
There was superstition that a snake, chopped to pieces, if rejoined by sunset would live. Hence the use of a snake.

Most likely will start with a Corn or King Snake. I'd like a Red Tailed Boa but the wife is afraid to have one, even more-so now with a little one on the way.

Holy smokes! Nice eye candy man. What custom shop did you send her off to? I was thinking about sending my Kimber Ultra CarryII in for some slide work. Again.. Very,very nice man!

A 1911 is on my short list and really like the Ultra Carry. Why I don't have one yet is beyond me.
I dropped it off to Doug at ATEi. He's pretty local for me.

They're both great snakes, but I'm a fan of the King. <3 My roommate has a mexican black kingsnake named Soprano. Very beautiful snake. (:
