Red foot question

My step sister went away on vacation for two weeks and she had her father care for her red foot, and when he came back home she noticed this:



Is there anything she can do, before making an appointment with the vet?


(All i know is that when the tort was returned, the substrate was very dry.)

Look on this website, under the sub-menu "Shell Rot" - tortoiselibrary.com

Just swab it with some betadine solution and see how it heals.
