Yep as IW17 said that tank is just way to small for either option. A 20 gallon or even bigger would be best. Both have been kept well in paludarium setups but anoles would be in my opinion the better choice. Just remember to have a land section alongside the water. Instead of fish you might be able to use African dwarf clawed frogs. I have seen this done but have also read that the frogs can put out toxins that can be harmful to other small animals.
