She said he was hissing while he flailed. So maybe he is constipated and his head dipped in the water bowl?

I don't understand why you would connect hissing, or any of his other symptoms for that matter, with constipation. The "water in his throat" you described would be the fluid he regurgitated; the brown and red could be remnants of his last meal but could also be something much worse.

I do agree that it sounds as if he's had a seizure. Regardless of how much of his body was thrashing; seizures take many forms and do not always induce whole-body spasms. It would be wise to take him to a vet ASAP.
