There's usually a few people selling them at expos. I bought my first culture a few years ago and have never had to buy more. Very easy to keep the culture going. Unfortunately I haven't seen them for sale online at all. You could try emailing some of the frog breeders as they can probably send you some.
Although you could just try collecting some leaf litter and keeping it warm and moist for a while to see if springtails get going on it. They're quite common everywhere.
