Because if reptile exports were legal it would be too easy to rort the system and start sneaking out rare reptiles, or start raiding wild nests to sell WC animals as 'CB'.

The key line in this quote is "at least that's what the exporters tell you". Yes, someone is feeding you a line about smuggled animals.
1. Reptile export out of Australia has been illegal for a long time and no one was breeding them, then, so the story of breeding lines predating the ban on exports is exactly that - a story.
2. Why on earth would they be exported to Java and Sula, of all places?
3. It's no coincidence that Indonesia is known for a rorted export system whereby WC animals are smuggled out as 'CB', therefore Java and Sula are named as the places where lace monitors are 'heavily farmed' (lol). Lace monitors aren't farmed anywhere.
