Fill a bathtub so you have just enough WARM (Not hot) water that the monitor can still stand up without swimming, they like water. I would go see a qualified vet ASAP and have the lizard checked out. While building the enclosure, if you have the space why not go with 4 feet by 8 feet, less cutting and an extra foot of width for moving around in there.
