As far as price goes, BCC's are always higher than BCI's, mainly due to supply/demand.

Not always, BI morphs are often much higher than the average BC, especially new morphs or certain combos. There are also normal BIs bred for quality than can be $300+ with no morph, though a good quality-bred BC can easily be $600+ average seems to be $200-300. So, comparing normals, the average wild type BI will be cheaper than the average BC, but BI in general are more expensive.
I wouldn't get a boa constrictor of any species/locality and expect a 10-footer, average is only about 6'-8' for both BI and BC. Some localities of BC will also stay smaller, so getting a BC locality won't guarantee you a "monster." If 6'-9' is fine for you, you shouldn't have any problems sizewise with any of the boas, though BC are a lot more sensitive about prey size and will require a more careful diet regimen than a BI would (though imo both should still be fed the same way).
