That'll depend on who you ask. The real answer is wait and see how he reacts and be sure to give him enough cover to make him feel secure.

he has a hide on the cool side..getting a warm hide tonight and I covered half the tank with a towel

It's more wide open spaces that scare little snakes (they feel exposed, open for potential hawks and other natural predators). Perhaps some clutter besides the hides, f.e. some plastic plants, more specifically; hanging plants that you can lay down on the floor, would help him to feel more 'camouflaged' ...
