Making a short documentary on reptile laws in NYC

Besides reptiles I'm into film making, so I've decided to combine my two hobbies. I'm going to start shooting a short documentary on the reptile laws in NYC. The film will compare the laws in NYC with those of New York State and the rest of the country. It will also talk about how these laws impact reptile enthusiast and keepers.
I've started researching and am looking to start shooting by August. If anyone wants to contribute anything to me, please send me a pm.
I'm looking for all types of information on the subject, and/or people who wouldn't mind being on camera.
Also, this project will not throw anyone under the bus. I will NOT put anyone on camera who has animals they're not supposed to or give info on how they obtained them. I want this project to be positive.
