Veronica is correct...it's a legless lizard (a.k.a. glass lizard). Not sure of the exact species as it would depend on your location.

I see them every now and then. They're extremely quick and will sometimes break off large chunks of their body when grabbed.

Yep! I've heard that it happens pretty often with them, but I've only witnessed it once. It broke a decent chunk off when I first grabbed it, and then let a second significant piece break off as I was trying to put it back down.
