Well, actually frogs and fish are there natural diet in the wild but they do need to be switched to a rodent based diet as cbb animals. Live whole fish contain parasites and some contain thiaminase which can prove injurious to the central nervous system of garters and eventually prove fatal. Garter snakes do require some heat and need a thermal gradient to remain healthy and digest their meals adequately. They can't survive on just fish at all. However their care is pretty standard for most species. There are some exceptions.
