Look man I am sure that there is a solution here. Why not try explaining to your mother that if you could buy a small freezer for cheap that wouldn't effect your electric bill that much, and compare how much money you would save buying rats in bulk vice individual at feed times.
If that absolutely won't work then try to make friends with someone who has a rat colony. You help them buy buying the food and they hopefully will help you by giving you some rats here and there.

Lol I did explain to mum bout how the freezer won't take up much electricity etc but it's no use mums pretty set in her ways which is kewl. I will keep looking for ppl with rat colonies or a rat breeder but its not 'crucial'. Like most ppl said $28 is ridiculous for 1 rat but that's pet stores for ya I guess

That was referring to cleaning up the poop the snake leaves you after it eats Quail. The poo is much worse after eating something like that rather than eating rats.

This is a long shot... but maybe the pet store can work something out with you. the local pet shot i go to will always hold 400 crickets, and bunch of pinkies/rat pups back for me. and i know they also save around 1000 feeder fish for some guy who has a bunch of big fish.. i am a regular there though too, i just can walk in, go to the cooler and they usually have my "stock" in the corner of the freezer...
it can never hurt to ask the pet store if they can sell in bulk?
if you can keep your stuff there?
maybe pay a fee for the room in the freezer?
i didnt see in the thread that you talked to the pet store about this, but it was just a thought....

Yea I heard about that, but the first time he pooped with me was 2 days ago and he was on the trampoline getting some sun and he moved down onto the grass and pooped, so it's going fine so far, and I won't mind having to clean his poop etc, I work in a retirement village so I deal with smelly poops all day!

I did think of that! Iv already asked one pet store if I can do that and the girl looked at me like I was weird and shook her head but their quails were gross anyway, when they thawed out they stunk! So I don't think they were frozen properly, but iv got another pet store I will ask and iv been going there for ages so hopefully they say yes! If I buy 10 large rats I will offer them $10 extra, sound good? Or offer a bit more?

it never, never hurts to try, the worst thing they can do is say "no" ...
do they make battery operated freezers??? that wouldnt hurt your electricity then

I'm not sure if they make battery operated freezers.. It would be cool if they did though! Might have to check that out!

Are you friendly with any neighbours? Could you put a freezer in their garage and then pay them whatever the elextric cost is?
