Yeah I hate to object to Wayne but I zoomed in on the picture and the pattern is far more mottled and banded... I don't think it's a garter, it reminds me more of a northern water snake.

There are northern water snakes in Missouri as well as other species of water snakes too. I stick to my ID though...

My money is on a yellow bellied racer or possibly a yellow bellied water snake. According to that PDF northern water snakes are only found in the Norther ⅔ of MO.

This is a Thamnophis elegans vagrans (Wandering Gartersnake). It looks pretty similar to me.

The snake in your picture has a dorsal line that the snake in the OP's picture doesn't have.

I have seen quite a few wandering garters that lack the dorsal stripe, hence my first guess.
