Marisa is right. The woman could simply tell the animal control agent that the dog comes in as needed and at night, and if it looks healthy and well taken care of, they typically leave them, at least thats how it is my state. Also, when animal control takes a dog, if no one adopts him from the pound, its straight to the gas chamber for him. Not sure if thats true everywhere, to be fair, but in the state and county I live in, thats exactly how it goes down.
Treegirl- naturally if you arent comfortable sneaking the dog out, don't do it. But if you do consider it, I still highly suggest staging it to appear as an escape

I can't stand people who abuse animals. It's so horrible to abuse (yes, this is abuse), something that is completely defenceless. I sympathize with their situation, however, as someone said before, it's no excuse to for hurting an animal. It did nothing wrong, and deserves love, care and attention. With that said, two wrongs don't make a right. I don't agree that she should steal the dog, because, as the owners are doing, she'll be committing a crime as well. I think you should call the SPCA...I am aware that there is a chance of the dog being put down, but I would say it's chances for a healthy and happy life are far better than where it is now. Good luck...sorry I couldn't be of more help.

Ok, so stealing the dog might not be the best thing. So try the humane society first. If they won't do anything......which some won't because of the simple fact that they are lazy.......I would take the dog too.

I would try to talk with neighbors, friends of the family and see if maybe others could approach this woman in a freindly manner. I too have worked with cancer patients and it's a very emotional time for the whole family. Stealing the dog would only make matters worse. Get the dog out as much as you can---see if anything changes once this difficult time has passed.
I'm sorry you're in such a difficult situation---can be extremely stressful for anyone. Hang in there.

You could get a ski mask with eyeholes, and a black leather tight-suit, and rope...even though you dont need it.
You could be like catwoman, cept it'd be more like dogwoman!
To the rescue......!
