I'll look at them. But one of the major factors with the Columbians is the price. You can find them top quality around here(PHX AZ) for cheap.

Country:
I don't think there has ever been a BCI that has reached the 12' mark. 10 is HUGE and quite rare, 6-8 is more the norm for this species. If the size deters you, have you considered some of the other localities? As forementioned, Hog Isle boas typically stay around 4-6 feet, but their are also many localities of Central American and Mexican boas that are usually around that size as well.

Ditto that

The 4x2 may actually be too big if you get a baby. For a Hog Island or a small male Columbian that would be fine for life. If you end up with a female Columbian you will more than likely need a bigger home for it as an adult. The are some great care sheets at http://www.redtailboa.net and at http://www.redtailboas.com. Clay English of Redtailboas.com is also an awesome source to get either a Columbian or Hog Island Boa

I would say boas are way much easier to keep then bp's ,ball pythons go of feeding for some time.If you think the snake would get to big and you don't want it to get big don't get a boa !They don't grow fast but get big. I would say : snakes are cooler too keep when they are big but some ppl don't want them to get big but others do.IF you don't want your snake to get big ,stick with a smaller size ,like hogg island boas
