Brown rat snake appears to have deformed lower jaw

I've just purchased a very sweet brown rat snake from craigslist.

I think he has been neglected. The vivarium he came with stank to high heaven, and didn't have a heating mat.

Something is strange with his mouth.

If I look at his head from below, it looks as though the lower jaw is slightly too narrow. The upper jaw overhangs slightly. They don't match up properly.

I'm just fishing for information and experience here. He's a lovely snake.

Also, I'm planning to try getting him eating quails' eggs. So I would like to know whetherIt is healthy to feed him on only quails' eggs, or whether I need to throw in the occasional mouse.
