I don't open it unless I feel there is something wrong and I need to check it out further. Everytime I handle an animal I do a quick check over of the whole body (externally), but nothing invasive like opening its mouth unless I see/hear something that further needs to be investigated.

I also check over everything wile handeling them but dont check that closely

I glance at its exterior, but i will not pry open their mouths unless there is something not kosher, like foam etc.

I check it everyday but not by opening it. Just a external glance and if I notice anything that's a bit off I give a better examination.

I AM A MACHINE GUNNER IN THE MARINE CORPS AND I AM IN KUWAIT RIGHT NOW, BUT MY HERP SITTER IS TRAINED UP PRETTY GOOD! I USE TO CHECK OVER THEM EXTERNALLY EVERY DAY
AND CHECK THEIR MOUTH EVERYTIME THEY EAT.
I KEEP MY SNAKES IN GOOD CONDITION, BUT I AM REALLY PARANOID BECAUSE I OWN 13 SNAKES AND HAVE INVESTED QUITE A BIT OF MONEY IN THEM! ITS BETTER TO BE SAFE THAN SORRY!

I make a note of looking in my snakes mouth while they are repositioning there jaws after eating, More for curiousity then an medical exam. I like looking at the anatomy of it all.

Now my Mali Uro, ditto to what everyone else has to say. I do an external exam but nothing as invasive as prying open his mouth, boy he would be stressed.

I have never opened any of my snakes mouths so far. Never had a reason to do it either. I just check quickly inside while they swallow their prey and re-position their jaws. I see no reason to pry open their mouths unless I see excess mucus or hear something strange while they breathe.

My turtles mouths are usually open anytime I'm near them anyway. Especially the softshells!!

Am I supposed to be checkng their mouths? Nothing appears to be wrong. When ever they reposition their mouth (I always thought they were yawning or stretching) I am first to run up to their tank and look. It's so cool when they do it. But other than that I think their mouth's are fine.

Is there a rule of thumb that I should be checking every time?

I only inspect the mouth when i feel that there is something lodged in there(i only really had too do this once) or when im giving them some medicine.

I open their mouth when I first get them to check for mouthrot, flukes or fungus. Almost every animal that comes through my door is a rescue so I am hyper-cautious. Other than that, I only do it if I suspect something is wrong.

only when i feel there is a problem i can usaly just wach them after they eat and get a good look of there mouth
