turtle help needed

i just adopted a 3 year old red eared slider, iv had many turtles and i never had problems before but this male has some issues i dont now how to fix, so his shell is the main issue, its a little deformed but it has allmost like a ripple efect around it, i never seen snythhing like that before with my turtles, and i have him for awhile and he doesnt seem to shed at all, hes very active still but his shell looks like its falling apart....... plz help, im doin my best but nothing seems to work. what can i do?

do you know if this turtle had an appropriate basking area? he might not of been able to harden his shell while growing.
