is it ok to stain and varnish enclosure wood?

as topic says, we're going to be building a chameleon enclosure and the plans are to build a frame out of some sort of wood and stain and varnish it

there will not be anyway the animal could possible lick the wood, but are there any other concerns?

Fully cured polyurethanes will not pose a health risk to your cham. I never stain anything so I won't comment there. Staining isn't necessary unless you wish to give the wood a different hue.
