I would wait until the female is 1 year old before breeding her. She spends the first 12 months of her life growing (bones, organs, fatty deposits etc)... why add the stress and energy of egg laying on top of that. If you breed her too soon it will weaken her in the long run and therefore her lifespan will be shortened.
The male? He can breed any time after 6 months of age!
I wouldn't house them together. The male WILL constantly try to mate with the female whether she is interested or not! This again causes stress for her and too much stress can lead to other health issues in females.
