i see people that have avatars that change pictures and i am wonderng how you do that.

you just find a pic that you like and resize it to 100x100 pixels and upload it as your avatar, easy as pie man
go to profile, edit options, avatar

Unless your speaking of GIF file pics? You can upload them the same as the "normal" avatars, but GIF pics move, change and all that fun stuff. For instance, my avatar is a PNG file pic, but this pic here is a GIF.:

Ulead Gif Animator 5 is good. I have made some gifs in the past with it. Just takes a little practice.
