Can reptiles end up growing nicely, as close to their true potential as possible, if they weren't fed properly as babies, but start getting the care they need?
In my experience, yes, at least with respect to size. I have taken in animals that were believed "stunted" that, with sufficient feeding, attained normal sizes.
However if there are other nutritional deficiencies, such as metabolic bone disease, that generally will not be correctable.
