Cooling kingsnakes in a warm climate

Does anyone cool kings in an area like coastal Texas where it stays quite warm? I have a hatchling L. pyromelana that has been off feed and I am being told to cool it through the winter so it wakes up hungry, and I am having trouble keeping temperatures down. Does anyone have any ideas? His heat light it off at the moment, but my house is much too warm for this montane species to properly cool.
