I'm working on my first BSS right now for an eastern hognose, and I too am aiming for a dryer enclosure. I've found that adding more sand allows it to stay more dry. Also ventilation is a big part of it, and a screen top cage is probably necessary for a dry BSS. A thick layer, I'd say at least 4 inches is best so that the top inch or so can dry out significantly without killing all the bacteria.
Humidity really shouldn't be an issue with proper ventilation though.
